The zone is earmarked for the redevelopment for functional use as a Mixed Urban Area in the City Plan.
Binding regulations for this functional area designate the territory for services for the city’s residents and partially for housing. Permissible constructions include buildings and facilities for housing in multi-storey buildings with integrated facilities, for office space, public administration, financial services, multi-storey shopping centres up to 4000 m2 in area, community catering facilities, temporary accommodation, culture and social activities (the text of binding regulations has been attached).
For the development of the locality the building outline as defined along Palackého Street by existing building Nos. 2408 – 2413 and 227, 1947 – 1949 and 292 is binding (a map with superimposed building outline is attached).
Whilst adhering to urban rules the whole area of the locality can be built up, however, a new pedestrian passageway from Palackého Street to the bank of the river and linked to the planned pedestrian footbridge (the pedestrian passageway can be made more attractive by lining with shops) will need to be incorporated into the design.
The locality can contain buildings with up to 4-5 above-ground storeys and there is an opportunity to add the third dominating feature of the city centre.
There are no height limits for the locality apart from the zone of protection of the telecomms exchange (262 m ASL) which encroaches on the north-east part of the zone (the border is apparent from the city plan).
The redevelopment territory of the former factory does not lie within the river Elbe flood plain .
Consideration needs to be given to maintaining and utilising existing valuable buildings within the area of the former factory, for example the structure with the former water reservoir.
